The meta has not changed. Path is still viable as his ult is really useful because it allows your squad to rotate quickly and take a good spot(if it's high ground even better). Not seeing Path is normal at start of a this season(although i've seen quite a few), people is trying Loba, Wraith is still the most popular legend and Caustic is getting there with the top legends. Problem is, you can't watch normal and ranked matches to say the meta has changed. In these modes people chooses the legend they have fun most, you can have a Predator Crypto or a Mirage. Instead you have to look at the competitive. If you look at the scrims the best guys are doing you'll see that still now Path is picked by a lot of squads.
I honestly don't know what's this big issue with this nerf, now you only have to think it twice before grappling into a full squad, just as every other legend has to do. You can say maybe it's a bit too much, but to say balance is broken, well, that's exaggerated.
