Probably because..

1) He has a skin in the battle pass.

and

2) He has an ENTIRE SECTION on the map dedicated to HIM!

Not to mention they just released a cute animated short on him.

Does it even matter? Considering that the pricing on these skins is so insane nobody is gonna buy any of them anyway.
