The gun has a name: Havok. Seems like it is an Energy Ammo Assault Riffle.

I agree, I picked up a gold fully kitted Havoc last night. When it finally begins to shoot, it's like hitting the opponent with foam darts, minimal damage. I just pass over this gun when i come across it.
