My game broke

I haven’t played need for speed payback in a long time. I have a couple cars that are max lvl. But like they don’t move as fast as all my stats at all. So i tried switching everything back to stock and then it took me forever just to get to 8mph it was like my mustang was a snail. I put all the cards back on and it just goes normal. My max speed is 230 but i can only get it up to 130 so this is a big problem for me cause i wanna play and finish the game.
