Mastiff requires a nerf but not in damage per shot. However, it should be nerfed in rarity, in range and the amount of ammo in a magazine (currently 6). With that firepower, it should behave like a double barrel shotgun: poor effective range and 2 ammo per magazine.

Because right now, it takes 1 ammo to destroy [almost] any shield and 1 ammo to finish if you connect properly. However, right now you have 6 chances per magazine to stomp anyone if you get at least to medium range which out gun any gun. All we - as players - experience is mastiff here and mastiff there in most of teams and it has become annoying. It lacks diversity.

Also, with that poor sound design that you cannot hear most of upcoming footsteps - especially Wraith (because if you hear her [very very subtle] footsteps, it means she's already in your blind spot) - with that mastiff in hands of your enemy, you are most likely dead in two shots by the time you may react. That gun should remain powerful per shot but also should lacks reliability per magazine and range.

In my humble opinion it's either that or let the mastiff remain the same design but switch it back with the peacekeeper and apply the nerf on the peacekeeper: poor effective range (unless with attachment) and 2 rounds per magazine.

That would make sense don't you think?
