Lifeline’s revive drone needs to be on a cool down

@Bean2kay9 Not really that OP considering that LLs need a gold backpack to be annoying. Otherwise the teammate has little health getting up and theres a window of time where the shield is done but the teammate is getting up, stuck in the animation. It wasn't that long ago where Gibby was the better lifeline and respawn heard the communities voices and made her an actual combat medic. Besides her ultimate is still kind of lame and LL takes more damage due to her small hitbox.
