Pretty safe to say this is just the way EA wants it
to be - as inconvenient as possible to push you to the edge of finding alternative means. That’s why support will come here and pretend going online to change to offline mode is a reasonable way to do it.
There’s fortunately a workaround.
Just cut all internet input entirely so this app from hell won’t understand it’s an option. That means disconnecting ethernet cable from the pc, removing wifi adapters or shutting wifi down from settings. Otherwise the app will see there’s internet signal and force you to connect to it even though there’s no actual internet coming in.
As soon as you cut the signal and try to open the game or launch the app, it will let you play if the game itself isn’t an online game.

Just commenting to add into the frustration.
Been replaying Dragon Age Inquisition for the past week and I'm having internet trouble since yesterday. I'm not able to play simply because I can't even launch the launcher. *!

Just adding my two-cents of dismay to this 2-year list (longer with other threads, I'm sure).
I understand that EA gives no care about this topic. I remain optimistic that one day they will change it.
But, including other gripes (which do not fit into this thread), I have to say I am super disappointed in EA as a company.
This issue in particular is insane to deal with for those with storms or other issues out of their hands. I, myself, am currently living in a trailer. A metal box, with no means of really going anywhere to fix my problem. I have unlimited data on my phone, which is more than some people have. Being in a trailer though, I already get very minimal data connection. Now, no, this is not an issue on EA's behalf. So, I thankfully can throw a hotspot on and use my super slow connection to get EA to open just to set it to offline mode (which is a hassle, but it is doable for my situation).
HOWEVER: I want the EA app to remain in offline mode, since I currently am required to download an update to the app even though I only want to go offline. I literally cannot set the app to offline mode because it immediately tells me I need to update the app.
Which is taking an agonizingly long time to complete, just so I can set the app to offline mode to play The Sims 4.
"This update is required for the EA app to remain in online mode." Cool, I don't want to be in online mode right now, but you give me no choice.
All this to say: Requiring someone to go online in the app (and in my case force a download I can barely handle, that I won't even use for its online functionalities right now) just to go offline is absolutely bonkers. It's 2024. Come on.
But this is EA, I'm not surprised at this point.

Crazy that this company (EA) has still not found a way to allow people to play games offline without first having to go online. One would think if one already had an internet connection there would be no need to go offline. 😮

I am also baffled at the present state of the EA app. Ran into this issue yet again today.
I don't believe I will be buying from the EA app going forward until this issue is resolved.
The very idea that I "must" have internet to play a game downloaded to my PC is asinine.

Just want to add my voice to this.
There really should be a simple, intuitive way to play purchased games offline. Absolutely for single player games.
I know EA are, or did consider this. Are they still considering, planning implemetation?
Is it going to happen in future?
Is it shelved and not likely to ever happen?
A clear answer from EA, either way, (as of October 2024) would be appreciated, even if the answer is, no, not going happen.
P.S. Previous answers have been posted and are clear and appreciated. Would like an update even if nothing changed. We
players don't know going forward.
New name, new look, same great benefits: EA Access and Origin Access are now EA Play.
