I have found a reason why my game stutter sometime. [ Edited ]

Recent Nvidia experience made a performance overlay where I can check about fps, render latency and other info. I see my game run smoothly when render latency go below 3.5ms or remain 3.5ms. a mouse runs smooth. everything looks smooth at  3.5 ms render latency but when It goes up like 4.5ms or 5.5 ms game feel stutter. it there way to fix render latency or keep below 3.5ms ?. I have 2.5ms or 3ms render latency in Valorant game and that run too much smooth
