How to report afk'ers?

2 out of the last 5 games had players who do nothing but walk back and forth, and occationally punch, obvious macro, and just afk until they die. I couldn't find an option to report these players. How exactly are you supposed to report them, or is this behavior allowed?

@SoloQueueOnly That's still a thing? I had loads of teammates like that back then when cheaters was still rampant.
