How does the heirloom system work?

I am very confused because someone who is an level 31 gets 450 heirloom shards and only spent $20.And me on the other hand is level 429 almost spent $400 on this game and got no heirloom shard?

Hey @Sn1COOLMan 

You have a <1% chance to get a bonus Apex Pack with 150 Heirloom Shards every time you open an Apex Pack. It's all just luck, however there is bad luck protection, so if you have opened 499 Apex Packs and still have not received your first set of heirloom shards, you are guaranteed to get them on the 500th.
