How long have you owned your PlayStation 4?
It seems like a very obvious answer.
If one deleted their own game data to start over in any game is all it takes.
Have a great day.🎅

You asked how to do this on PC version?
Reply: you can do this by buying a new copy of the game is the only way I know of at the moment on PC!
The other financial opportunity is to
Just go buy a new PlayStation or Xbox One and the NFS Heat game and then you can delete your game data to start a new game as often as you wish.
Hope you have a wonderful day 🎅

I fully support your statement!
The Ghost Devs should have added the option in the game for a new game start over instead they make it so people have to spend wasteless hours and money on this game of lost memories 😂

Do you have your game backed up on the Cloud Storage?
If so just Delete the data where ever you have your game data on your Xbox system.
Link is here
Have a good day.

Need a career +
I do not want to buy cars again
Just copy the files save em in a folder and your set
Every time you want to go back to your old save just put the files back
(I haven't tested this so I'm speculating)
GUCCIxADIDAS is talking about New Game+, which is starting a new game while keeping all cars at the same time. This New Game+ typically feature things that weren't available when playing the game the first time.
Unfortunately, NFS Heat does not have New Game+.
