How can I gift DLC to someone when I already own it?

I'd like to buy the new Sims 4 expansion pack to a friend, but I had pre-ordered it for myself a month or so ago, so I'm not seeing the option to buy it anymore. I remember being able to buy an expac for a different friend a while back, what do I need to do for it now (or was this feature removed for some reason)?

@roshambxo It should be accessible from the dropdown menu next to the button where you would normally buy an item.
