Heirloom shard apex pack count

I called ea to see how many apex packs I was from getting the heirloom and I knew I was somewhere around 400to 450 range and they told me I was at 250 how * broken is their system I know a lot of people have opened 500 and not gotten heirlooms but Jesus if you want to keep customers that do spend money on the game don’t screw us like that
