EA or xbox account ineligible for linking?

How do I fix this. 

I went to xbox gamepass, tried to download ea play game, i signed in to my account then it said:

Your EA account or Xbox account is ineligible for linking.

What is the exact error that you are seeing? Have you ever previously linked the Xbox account to an EA account or had another Xbox account linked?
