There are two kind of modes to start drifting:
1- follow in game instructions: releasing the throttle button for one second and pressing it again and hold it
2- near to a turn try to use HANDbrake while starting turn the wheels
There are some cars that are difficult to take a drift, it changes with the kind of drive.
RWD (Rear Wheel Drive) are the easiest for drifting mode.
4WD (4 Wheel Drive) are a little bit complicated but still possible.
While FWD (Front Wheel Drive) are the most complicated to take a drift, the only one mode to do it it’s with handbrake but they are not suitable for drift races.

I had the same problem during the black market events I needed to upgrade the car to 260 so I upgraded everything to max it out and then tried racing and I could not drift. The only thing I added that day was the drag tires. I took those off and traded them for super cross and I think it went close to normal again.

It might be that you are using a Front-wheel drive vehicle, since they don't drift that much just like the Honda Civic, or maybe there's a bug. you can go to EA support and report the bug in NFS Heat. Did you try that before?
