One good Strategy early in the game progress is to find a Jump that is also near a Garage (Safe House) so that when you're Heat Level 3 or Higher you can Jump to a good path to the Garage to Escape and Bank your earned Rep. I found a jump from the Ocean Park area to the North that led me to an area that don't seem to have that many Cops and enter the Garage near there. I thought I'd post this to help those that are struggling with escaping Heat Level 3+ My Daughter and I have both escaped Heat Level 5 in Online Mode which by the way is harder than in Solo Mode. If you're having trouble escaping, try doing it in Solo Mode (at least to start with) so you don't have other players bringing a bunch of Cops by you. I hope this helps.
