The 'fact' mentioned at the start of this thread often used to get mentioned on the CM forum too but going by Lee Mather's comments in the following video it isn't that simple (link should start at right point). They actually only have enough staff for one and a third teams (not two), and so more people are involved in every single game rather than just alternate ones.

There is though still a question as to how game code (rather than staff) is handled, in that the 2023 game code may at least in part originate from the F1 2021 game?

From what an ex fifa dev says the problems with fifa and as f1 is a yearly release the same problems apply. The original code being x amount off years old. Every years abit off that code gets cut and replaced with something new which create balancing issues and bugs. ESP as the dev is generally is a different dev from the original. I don’t think F1 is messed up as Fifa as its not anywhere as big as FIFA interns off content. But if the rumour is right that it will be built on a new engine next year I do hope they code the game from the ground up also:
