Cant create new Origin Account?? Technical Difficulties.

PLEASE HELP

I have been trying to create a new Origin account so I can play Apex Legends with a friend who is new to the game. Every time I try to create the account, I get the same error message (See photo). I have tried using an email account I have on: gmail, yahoo, and outlook and still nothing. I have scoured the internet for similar issues and only found a few posts and no resolution. Can you please help?

I've made about 7 accounts to try to fix this issue and I keep getting the same issue but my buddy on ps4 in the room next to me can make it work every time I'm on xbox 1 if that matters
