I had this problem on PS4. I had to go and install it in PlayStation store after I purchased in game. And I also changed to in solo and restarted the console after all. Finally it worked for me.

On the website says that you need to complete first 2 story races and have it rest for some time and in 24 hours it should came and if not you can always request refund

I had been postponing playing the story with my new save, so i initially didn't receive the message about the Black Market. After much YouTube checking and trial and error, I figured out the trigger for said event.

September 2022 still got the same f*cking problem too. But, kinda different, cause i already been driving the F1, I was even able to complete part of the BM challenges to improve it,

until i change playing in UNITE mod to play the original game w/ mods
Long story short, EA SUCKS DUDEEEE
