Can I get banned or suspended for calling people dumb

I was wondering if I can call people dumb whitout beeing banned? I have been suspended multiple times for calling people way worse things. I was wondering if I can still be able to talk to people in text chat and not get banned if I get hotheaded and call them dumb.
