First of all, it's not an open alpha, it's a closed alpha.
Alphas are for testing technical aspects of the game before it is released and making lots of small adjustments quickly and testing the effects. It's not actually for letting players try the game before release. I believe content and updates on consoles have to certified by Sony/Microsoft so this quick kind of testing is not really possible on these platforms - it would perhaps just postpone the launch without gaining anything from it.

BFV will probably have a CTE later as previous "last" opus. For Alpha as BF1 alpha it's probably not available for console due to the short time frame it was available (but i haven't see official info about "why it's pc only).

So marketing saw the chance at some free advertising and got themselves some keys.
Imo that's what all good marketing departments would do and doesn't really affect the testing.
