Back-end tweaks made to Firestorm (important for Oceania)

According to PartWelsh (UK CM)'s tweet - https://twitter.com/PartWelsh/status/1128263322191708160?s=19, some great tweaks have been made to the Firestorm lobby.

The pre-round timer of 60 seconds will now start when 32 players have connected and will auto skip to 10 seconds once the full 64 cap is reached. An important note (especially for Oceania players having difficulty finding matches) is the minimum player requirement has been reduced, making it, in theory, easier to match up with the potential of smaller, more dynamic matches.

As these are backend fixes, you don't need to worry about any installs

Most of these functions are enabled already in the last BFV patch. Thanks for sharing this.

Yeah it's old news now. I posted it about an hour before Atic posted his and everyone just used that thread; there has since been a second stability patch to make things even better
