So as I’m running through the game environments when my hip fire cross hair passes over any enemy, I see a red marker over their head. 

 

I don’t even have to activate the spotting mechanic. Some random enemy sitting in a bush  200’ yards away gets lit up on my HUD if my hip fire crosshair accidentally passes over their locale. 

Is this intentional? How does skill play any role with this mechanic? At least in previous bf games we had to actively use the spotting mechanic in order to light up an enemy.

@Psychopski It's called passive spotting / target acquisition and some variant of it has been in pretty much every Battlefield game (even BFV after 5.1 update)
It doesn't actually spot the player for your team but rather just yourself and I believe it only works when the enemy is within a 25m radius.

Personally I'm not a fan of this mechanic because it always causes issues like players getting unintentionally spotted through cover, smoke, etc.
