Are heirlooms really that rare?

So, I am level 468, and I maxed two battle passes, along with gaining level 99 on one. I have completed all treasure pack quests and opened 90 apex packs.. How have I not gotten an heirloom? I understand these things are rare, but why does it have to be the way it is? I just wish that there were ways to receive packs quicker. If there is a way to bypass this situation, it would be great!
