Are cheaters even getting banned?

I have a video of every cheater I come across, but this one guy stood out. He had 12,000+ headshots, millions of damage and thousands of kills and also MAX LEVEL. Now, this is just speculation, but he most likely has been cheating for a hundred hours of gameplay and still isn't banned. smh

Consider that there are Youtube Cheat Streamers that stream for 2+ weeks with no bans.   This has become the norm.
