Found the last night, worked for me, typed from memory as i cannot find it again.
Delete your anthem settings in documents folder.
Uninstall nvidia drivers using DDU
Install latest drivers 419.xx (perform a clean installation)
Open anthem
Set to borderless and enable vsync
Exit anthem normally
Go to nvidia control panel and adjust image settings (Top option) to performance
Open anthem and wait a couple of minutes for it to click in. If it doesn't, restart your pc, open again and wait.
This will or should remove the 100% CPU issue.
Ultimately though the game is horribly optimized for PC, i have a 1080 ti and i only get 75-85 fps out in the world at 1440p medium! Admitedly i have an i3 8350k overclocked to 4.8ghz (pc was not build to have a 1080ti, so upgrading to and i5 8600k next week), but that should still draw more FPS than this, i even get more in GR:Wildlands!

Same here CPU sitting at 100% the entire time from loading screen. I think its whats leading my PC to restart its when im playing.

Same here. But why haven't we had a mod comment on this post? ive been following this post for a couple days now and haven't seen one mod say anything to us.

i5 4670k
1060 6GB
16 ram
100% CPU usage even with low settings. Can play the game smooth on Ultra but CPU usage is the same. Only my load times increase.
Doesn't happen everytime I play. Just noticed it today when it was taking me a long time to load into freeplay/missions.
This does not occur on any other games I play.
I use a Noctua nh-d15 after market cooler. So temperatures are still fine though higher than any other of the 100+ plus games I've owned and played.
Vsync on or off
borderless/window/full screen
None of this makes a difference
I won't play the game this way. Shut it down once I realised what was happening.

Control you ram timing....
and your overclock.
I think much people have to resolve the instability of they BIOS
I solve all my problem with they....
Sometimes if you set some timing isn t really stable the system...
I try all week in my bios setting..... And sonetines with some setting the game use 100% cpu. ...
When i set ram with wrong timing i have this problem....
1600 mhz 9-9-9 24 33
When i set 11 13 13 35 40 with docp
The game is perfect! 50-60-70% usage cpu
framerate out 45-60
Framerate inside 60-90
Since
1080p
8350 4,4 ghz
Ram 1600 mhz
rx 590
Control you ram setting because suse if the ram work bad you can have 100%cpu load

Won't work for me.
I oced my cpu/ram 2 years ago to 4,6ghz and adjusted ram, cpu, voltages for days.
I ran cpu load, ram tests, rendering and different games for days and never had a problem.
But anthem crashes after 30-35 minutes because of overheating I think.
If I'm at 100% cpu my in-game overlay shows 1.4v core voltage.
At bios I set it to max. 1.2675.
I tried battlefield 5, heavy load and some benchmarks and they just show 1.2675v.
Anthem 1.4v.
Maybe anthem somehow overrides bios voltage settings?
I habe custom water cooling so I never had any problems with heat.
If I reset cpu bios core and cache clock to default it runs silent and cold like a dead cat.

I get a massive CPU Spike at the start of the game for a few minutes. Very worrying as it takes the CPU temps close to the max for me. Then it manages to settle down. Not good at all. I will try deleting the profile and trying again. I also notice my display always resets to 1280x720 even though visually it doesn't look like that at all.
RTX 2080 Ti FE, i9 9900K 16GB RAM WIN 10 64bit etc...

Before day 1 patch: cpu at 50% maximum, laptop warm-ish.
After patch and up till right now: cpu at 98-100%, 81-85 degreees CPU. As in, the keyboard is hot.
