It will add to your 50 max bulbs even if you are at max.  I had completed the prize map already and had maxed the 50 reserves waiting for next months prize map.  When I clicked on the gift I now have 80.  You can’t go past 50 though using the regular method of earning your bulbs.

It does carry over, I finished my prize map sometimes ago and I have 80/50 bulb now

I was going to save them to get 80 for next month's map since we can over 50 with them but this morning I logged on briefly before work and saw I had another gift so it got that one too. I'm at 57 bulbs for next month now so that's a nice head start.
