how do I get a pet sims 4

I can't seem to find a stray anywhere and I want to create a pet like what I have in RL, any ideas are greatly appreciated!!!!  Thanks!

@Xainy, There is an island in Brindlton Bay called Deadgrass Isle that only has strays living on it (no people live there but people will visit there).   Here is a link: https://www.ea.com/games/the-sims/the-sims-4/pc/news/brindle
