Question about teen Scouts

not sure if this a bug or what, its why I'm asking

 when you join the Scouts. are you suppose to get a hat?

and if you earn all the badges doesn't the uniform suppose to show the Badges?

because there are teens running around the hood with full Scouts gear with Hats and badges like they served in the military.

and my teen max out this and never got any of these things..

if I'm wrong about this, plz help me to understand
