How do I fix a glitched inventory

My sims' personal inventories are not working. I'm unable to drag anything out of them. Whenever I do, another picture of the item appears over the original item. I've restarted the game and traveled around different lots. Does anyone have a different way of fixing this?

Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
