the game does not load,only the starting planets are available

the game does not load,only the starting planets are available, although 5 days ago everything worked perfectly,all the characters and planets were available.and the download does not go everything got up to 0% and so for almost an hour!

see if the below helps 

• Set the compatibility mode on the launcher to Windows XP Service Pack 3.
• Right mouse click on the game shortcut, select properties.
• Click on the compatibility tab, you will see a tick box for run this program in compatibility mode. Select Windows XP Service Pack 3.
• Click apply and then ok.

Uhh hey, I am having almost the same problem but I dont know where to go? where are those settings Im supposed to go as you say?
