I haven't played Swtor in a year or so. I just made a level one Jedi Knight, and I saw a ton of pixelation in the background. This is super annoying. I'm pretty sure I have the right graphics driver. What is the issue?

Can you provide a dxdiag per this link
Run a game repair just to be certain per below, you likely use the streaming launcher detailed below.

If the repair option isn't clickable check to see if you have the letters ST on the bottom left corner of your launcher. If you do then your on the Streaming Launcher and you'll need to follow the steps to repair from @proxos666 post on streaming launcher repair

I couldn't seem to use your hastebin link for your DxDiag, would you be able to attach it here as a .txt file?

What occurs if you lower AA etc ? it almost looks like some form of video memory corruption
Can you advise if the following guide link has any affect on what is seen.

I'm not having flickering issues. I'm playing on Windows 10. I don't think changing compatibility modes is going to do anything. Also, Anti Aliasing is already off.

Yes I do know you are on WIn 10 and do not have the flicker issue, your intel card does not have listed the required 256mb dedicated memory, using the compat mode adjusts how video memory is treated so wanted to see if it made any difference to what was seen.
Dedicated Memory: 112 MB
