In-gamne downloading on swtor

My problem is that I updated my game, and the in-game downloading needed to be done, so I couldn't play with my older characters, because they were off their starting planets. So I decided to create an another character. It was about 20 mins when I was playing the game and the in-game downloading was showing "0,0% complete". I was surprised. I was playing longer. Almost reached the last main mission on the starting planet. Still said the same. I thought, if I created another character, it would fix it self. But no, still said  "0,0% complete". What should I do in this situation?

other then that try a repair per below 

close the launcher, right mouse click on the game shortcut,

select open file location and delete the BitRaider folder. Then start the launcher
