I Cant Use My Species SWTOR

Coming back to SWTOR after about a year or so, have been a previous subscriber. I have a character who is a Twi'lek, leading me to believe that I did buy the species, but I can't create any more characters as Twi'lek. is there a reason why I wouldn't be able to do this?

This link should help explain why , a subscriber should be able to create a Twi'lek for the listed classes

Note the following:If a character of a specific species is created and leveled to level 50, the species will then be available at character creation for any class in that legacy, even if subscription was ended/expired.
