Defender of The Empire Quest broken

After receiving this quest, I was given the first objective (break the communication jammer) which I did. The second objective is to shut down the shields, but after receiving this objective, nothing happens. I can't interact with the shield control unit, I don't get any symbols on my minimap, the quest just stops and I cannot continue. I have tried resetting the quest multiple times, but it still does not work.

Is this a main objective or a bonus objective that can be skipped?  If a bonus objective what is the name of the bonus objective.

Its a main objective, part of the Agent class questline.
