If you have already waited an hour, it probably will not change the problem. You can also try to call support. Here are the numbers:

The usual automatic lockout is 24h, which is what I'd recommend waiting. You can also call in if you want our account & billing guys to look into it.

I am having the same issue and have been waiting. I know I got everything right and still says error. I am pretty pissed right now and i better not be charged Multiple times.

I solved my issue. I got my sub from the main Origin site that way. Please do NOT charge me multiple times because of the error.

Just to mention If you purchased the standard 30 day key from origin it can only be applied once to an account, so it cannot be applied to the same account again.
You can purchase the 60 day deluxe key on origin every 6 months and apply it to the account.

If you check your payment history section on your SWTOR.com account page, as long as the transaction attempts show as "FAILED", you won't be charged for those attempts.
