Support can see you have a subscription now through steam 

given you are in ukraine , support are unsure if maybe it is a Russian issued credit card as that will not work 

they see no issue otherwise on the account , if steam works ok , then maybe just keep using steam

Hi Proxos,

I have an issue that i can't buy subscription to SWTOR. I tried incognito mode, different browser, reset EA password, but nothing worked. Can you please help me?

I think my swtor acc is linked to this EA acc. I don't know what to do.

Support said it appears as bank decline on their side , maybe chekc with them , remove and re-add card details or try a different payment method
