trash cans not working

I have tried all the outdoor trash cans and still get the same result. The trash bag is on the ground underneath the trash can and I can't retrieve it. It gives my sim an uncomfortable moodlet to be around the trash can because it's filthy. No choice to sort out the recyclables or compost either.

@juliavaughn820 Could you please share a screenshot of how it looks? Also try to sell the trash can and buy a new one from the Build/Buy mode.
