my mods and cc do not work

i have tried everything from the internet but my sims game will not allow any mods or cc i have deleted and reinstalled it i have turned allow mods and cc on i have reset all files rebooted the laptop i have also checked all the cc and mods are up to date but nothing is working any ideas?

@njhumphry  When you say your game won't allow mods or custom content, do you mean that they're constantly disabled, or something else?  If they keep getting disabled even though you've enabled them, please see the first post on page one of this thread for suggestions:
