Why can’t my sims get engaged

My sims relationship level is 10 and I’m trying to get them engaged but there’s no option for it and it won’t go past 10 how do I engage them ?

Not sure if it's too late to answer, but there should be a "propose" relationship event when you tap "socialize"

My second generation Sims both reached level 10 romantic relationships with npc's and never had the option to propose. My first generation Sims got engaged and married but they are both retired. I never saw and can't get the option to propose.

Have you looked under the romantic options?

Yes. The option to propose never appeared. I now have a third Sim on a level 9 romance with no option to propose.

This sounds like a bug. Could you open a new post in the bug forum for this?

Are the Sims you can't propose to NPCs? I've never been able to propose to an NPC or ask one to move in.
