I know these 2 options are not ideal for perfect Sims 4 gameplay but these 2 are in my budget for the moment. So looking at these 2, which would be good for decently smooth gameplay?

@TatyMariee I don't think you'd get a good experience with either one. You'd be looking at low or at best low-medium graphics settings, and the processor might not be able to keep up either. The hard drive in the first one is also too small to fit much more than Windows and Sims 4 itself, although the second SSD is fine.
However, you could do better for $450 or even less. This one should run the entire game (all packs together) on medium graphics settings and is currently on sale for $350:

For $450, these two are significantly better; they're actually the same laptop in different colors. They should be able to handle medium-high settings.
