Steps: How can we find the bug ourselves? Open your owned vet clinic and work for several hours. Then, go back to world menu and click household management menu. Look at unfavorite households, "Not in world".
What happens when the bug occurs? Too many households are generated by the game as leftover. 2 patterns: [1 sim + 1 cat or dog] [1 cat or dog]
What do you expect to see? Delete them already! I mean, when they(homeless patient sims) left the vet clinic lot, (and their relationship is below than Friend), just delete the household from the game. Why so many random sim generation without proper cleanup? This is the one of the reason so many people use MCCC to clean up homeless households or relationships.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
