How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Parenthood, Toddler Stuff, and the free Holiday pack
Steps: How can we find the bug ourselves? Have a toddler with extended family.
What happens when the bug occurs? None of my toddlers in any of my games will interact with family outside their household. They won't interact with grandparents, aunts, uncles, or cousins. They can interact with their own parents even if they don't live with them. They have the "talk to stranger" interaction with people they aren't related to, but they can't do anything with their extended family until they age up. Extended family members are not even selectable if they aren't added to the household. They can "show toy" if they have a toy in their inventory. They can also invite young cousins to play if they're playing. That's all though, and these don't seem to affect the relationship with that person. What do you expect to see? I expect at least some limited interactions to build up the relationship with their extended family.

Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

So I've found that if I play as the extended family and use "Friendly Introduction" on the toddler, then the toddler can interact with the extended family outside their household. It kind of makes sense, because family isn't a stranger but they haven't been introduced, and toddlers don't have a "Friendly Introduction" social. Still annoying because I play with big families, but workable.
