There are no community lots in my recently downloaded game

I just downloaded sims 4. I was expecting there to be a community, (gyms, restaurants, ect.), but instead its all empty lots. I have had sims 2 and 3 and both of them had general communities without having to buy expansion packs. Is that the way the game is supposed to come or is it an error?

@rachelshie Hello. Can I clarify if you are seeing the 'worlds' screen and what 'worlds' you are seeing there? For instance, if you see "Willow Creek", when you enter "Willow Creek", you don't see any community lots? (There should be a library, gym, nightclub, museum and park.)

In all likelihood you opened Newcrest which is an empty map.
