How many days it's been since the baby was born?

Normally it should appear a white bubble with a blue cake icon over the bassinet when the baby is ready to become a toddler. 

You can also try these steps:

Make one of your playable Sims interact with the bassinet. There should be a cake icon under the baby's name. Tap on it and then tap on the green button Let's do it!

If you don't find the button with the cake icon, it might be that the baby is not ready.
