There is no Sims 4-specific subscription on PC, at least as far as I'm aware. Origin Access Basic allows you to play the base game only, and Premier offers two packs (Dine Out and Kids' Room Stuff). But neither Basic nor Premier will give you access to any other packs. If you already own them, you can certainly play with them, but then you'd also own the base game and wouldn't need a subscription to play.
If you're playing on console, the information may be a bit different; let me know, and I'll ask a console player for more info.
