Product: The Sims 4
Platform:Microsoft XBOX One
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.36.105.2300
What expansions, game packs, and stuff packs do you have installed? Get to Work, Get Together, City Living, Seasons, Discover University, Eco Lifestyle, Spooky Stuff, Vintage Glamour, Toddler, Laundry Day, Moschino
Steps: How can we find the bug ourselves? On the Skill Day holiday event have your children improve their singing by one skill level.
What happens when the bug occurs? They do not fulfill the skill achievement.
What do you expect to see? Them to fulfill the skill achievement.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

When I say 100% of the time, it is because there has only been one of those events since singing became a skill option in my game.  However, I have 2 children and neither of them got the achievement.

@PenguinFoop How high were the parents ?

According to this, only lower levels are supposed to count:

@PenguinFoop What skill levels did they reach? In most cases only level 2-5 count.

They're children so should it show a singing skill?  It was leveling up their creativity.  And both of them were working toward level 7 in creativity.

 

Edit:  I just saw that I said their singing skill in the bug report but I'm sure they were actually leveling their creativity.

There are two exceptions: Acting fulfills tradition at any level, Vampire Lore not at all.

Both adults are level 2 singing.

 

One of he children did manage to slip a level 2 charisma in at the last second and got the achievement but her brother was 7% short from getting his level 2 charisma before it ended.

 

So I'm guessing it's not a bug then?  It's by design to encourage players to start new skills?
