Refund question

I was wondering, i bought the (The sims 4 and pets) on the 20th of June, yet it wont open on my computer anymore, ive tried what a bunch of people have said but it doesnt work :/ 

i was wondering if id still be able to get a refund even tho i bought it 17 days ago ($35) or if theres a certain refund rule for if the game doesnt work on your computer. just wondering if anyone can help

Could it be you have CC or mods that might be causing the issue.
