Quick answer is no. Chrome books aren't meant to run games like Sims 4, even if you're able to put a version of Windows 10 on it. It doesn't have the hardware capable to run Sims 4.

Sims 4 cannot be run on a Chromebook, as the game wasn't designed to be run on them.
Sims 4 is for PC/Mac and PS4/Xbox One.
Think of a Chromebook as a tablet that has a keyboard attached, it can only play certain type of app games.

I have bought Sims 4 from you and I have a Chromebook laptop and I didn't realize until it was too late and I could only play it on a Windows or a Mac book. I really like the game but because of me being stupid I overlooked a small detail that is way bigger than I thought.

No, The Sims 4 won't run on a Chromebook. Chromebooks usually aren't strong enough to run the game on. And it runs it's own OS which isn't recognized by The Sims 4.

How do you do that?
Would that make it compatible with the Chromebook?

You can't make it compatible with a Chromebook. The Chrome OS isn't supported by the game. You need either Windows or Mac to run the game.
