Photography Event

How often do these kind of events happen that unlock new careers? I just joined this week and am disheartened because I'm at 17/18 with only today to finish it. 

Unless I spend a lot of money, I won't be able to to complete 6 long shifts plus whatever the last part is.

Where do these quests reside after the time is up?

From what I've heard a new quest should pop up telling you how to restart it again. However, this might take some time to actually show up in your game.
